What PSSR Covers

The Pressure Systems Safety Regulations 2000 (PSSR) require that pressure systems used at work are properly designed, manufactured, maintained and periodically examined by a competent person. The regulations apply to any system containing a relevant fluid at a pressure greater than atmospheric, where a failure could present a danger to persons.

A central requirement of PSSR is the Written Scheme of Examination (WSE). This document, prepared or certified by a competent person, identifies every protective device and every pressure vessel and pipework system that requires examination. It specifies the nature and frequency of each examination, the preparation required (such as draining or cooling) and any special measures needed.

The duty holder — the employer or person in control of the system — must ensure that the Written Scheme exists before the system is operated, and that examinations are carried out in accordance with the scheme.

Who Needs PSSR Inspections?

PSSR applies across a wide range of sectors. If your premises has any pressure equipment above the relevant threshold — including boilers, compressed air systems or steam plant — you are likely to require a Written Scheme and periodic examinations.

Manufacturing and process industries
Food and beverage production
Hospitals and healthcare facilities
Hotels and leisure centres
Commercial laundries
Schools, colleges and universities
Office buildings (heating systems)
Pharmaceutical and laboratory facilities

Common Assets and Examination Intervals

Unlike LOLER, PSSR does not prescribe fixed maximum intervals. The competent person determines the appropriate interval for each item as part of the Written Scheme, based on the equipment type, age, condition and operating environment.

Steam boilersTypically every 14 months (as per Written Scheme)
Air receivers and compressed air systemsAs specified in Written Scheme
Pressure vesselsAs specified in Written Scheme
AutoclavesTypically every 14 months
Heat exchangersAs specified in Written Scheme
Gas-fired boilers (above threshold)Typically every 12-26 months
CompressorsAs specified in Written Scheme
Steam and hot water pipeworkAs specified in Written Scheme
Safety valves and protective devicesAs specified in Written Scheme

Critical Safety Requirement

Pressure system failures can be catastrophic. A boiler explosion or pressure vessel rupture releases enormous stored energy — equivalent to a significant explosion. PSSR compliance is not a formality; it is a life-safety requirement. The HSE treats pressure system failures as high-priority investigations and prosecutes non-compliance vigorously.

Frequently Asked Questions

What is a Written Scheme of Examination?+
A Written Scheme of Examination (WSE) is a document prepared by a competent person that sets out the nature, frequency and scope of examinations required for each pressure system. The scheme must be in writing and available before the system is operated. It is a core legal requirement under PSSR.
Who needs a PSSR inspection?+
Any employer, self-employed person or person in control of a pressure system at work must comply with PSSR. This covers a wide range of industries including manufacturing, food and drink, healthcare, commercial laundries, hospitality, education and any premises with boilers or compressed air systems above the relevant thresholds.
How often do PSSR inspections take place?+
The intervals are determined by the competent person who prepares the Written Scheme of Examination. There is no single statutory interval — the competent person assesses the age, condition, operating parameters and maintenance history of the system to set appropriate examination intervals. For steam boilers, a common interval is every 14 months.
What is a competent person under PSSR?+
A competent person is an individual or organisation with sufficient practical and theoretical knowledge and experience to carry out the required examinations. In practice, this is usually an engineer from a UKAS-accredited inspection body. The HSE expects the competent person to be independent and impartial.
What pressure systems are covered by PSSR?+
PSSR applies to any system containing a relevant fluid (steam, compressed gas, pressurised hot water above 110 degrees Celsius, or any fluid under pressure that could cause injury) where the stored energy is above a minimum threshold. This includes boilers, air receivers, compressors, pressure cookers in commercial kitchens, autoclaves and many other systems.
What happens if I do not comply with PSSR?+
Non-compliance with PSSR is a criminal offence. The HSE can issue enforcement notices, and prosecution can result in unlimited fines. Pressure system failures can be catastrophic — boiler explosions and pressure vessel ruptures cause serious injury and death. Proper examination is essential for safety.
